Police, firefighters, medical professionals, and critical infrastructure personnel are typically needed to support disaster control, rescue, triage, and reconstitution operations. Incident commanders must be able to reliably identify and manage the available first response personnel. Two major obstacles currently hinder incident commanders in this regard: First responder authentication credentials (FRAC) are being considered by many jurisdictions so that emergency workers can be identified and categorized at disaster sites.
